Village North Drainage / Infrastructure Improvements
The Town of Castle Rock is planning improvements along Park Street, Malibu Street and Caprice Drive to address storm water flows, reduce flooding and upgrade aging sanitary sewer mains. The project will include the addition of storm drainage pipe, inlets and manholes, replacement of sanitary sewer mains, manholes and service connections, water main adjustments, and replacement of street asphalt pavement, concrete curb and gutter and sidewalk. Also, modifications will be made to the regional stormwater detention pond located on the Town of Castle Rock’s Parks Department Central Service Center property.
T. Lowell Construction Inc. is the prime contractor on this project.

Construction activity will be restricted to weekdays, 7 a.m. to 6 p.m., although work may also occur outside those times as approved by the Town to accommodate special conditions.
Road closures and service interruption
Temporary disruptions to sanitary and / or water services may occur within the project. Customers will be given advance notice when those are planned to minimize any inconvenience. Individual business and property owners should expect contact from the Town and / or contractor representatives.
Traffic detours will also be necessary, with local access to property as a priority. Traffic control plans will be approved by the Public Works Department to ensure no disruptions to emergency or other services take place.

The Village North project, which began Feb. 1, 2021 includes the addition of storm drainage pipe, inlets and manholes, detention pond upgrades, replacement of sanitary sewer mains, manholes and service connections, water main adjustments and replacement of street asphalt pavement, concrete curb and gutter and sidewalk has been underway. To date, Castle Rock Water and our contractors have completed installation of the new sanitary sewer main and service connections, and approximately half of the storm sewer system improvements. The contractor has currently switched efforts to the detention pond upgrades at the end of Caprice Drive while Black Hills Energy relocates some gas mains. Once the pond improvements are complete and conflicting gas lines relocated, the storm sewer construction on Malibu Street will resume.
However, due to the discovery of several underground electric lines, additional relocations are necessary on the west end of Malibu Street. Castle Rock Water is working closely with Intermountain Rural Electric Authority (IREA) to have these conflicts resolved in time to continue meeting our project schedule. Due to third party schedules and weather an exact timeframe for this work hasn’t been determined.
If there is a delay in IREA conducting the necessary relocations, our completion scheduled for September 2021, may be impacted. Should this occur, the Town will complete all project improvements, including concrete and asphalt pavement reconstruction, to approximately the halfway point on Malibu Street between Caprice Drive and Park Street. The contractor may then have to temporarily suspend operations until IREA relocates the electric lines in conflict with our storm sewer system. As soon as they are out of the way, construction of the remaining improvements on Malibu and Park streets will resume. If we are unable to finish before winter, the cold temperatures will delay asphalt paving. Temporary asphalt will be placed until final paving can be completed in Spring 2022.
