Solterra (Castle Rock Care Center) - proposed intergovernmental agreement amendment

Notice hereby is given that Solterra (Castle Rock Care Center), 4001 Home St., Castle Rock, CO 80108, has submitted a request to conduct referrals and public hearings for an amendment to the Douglas County / Castle Rock land use intergovernmental agreement to allow reconstruction and expansion of their facility.

The Douglas County / Town of Castle Rock intergovernmental agreement is a formal agreement regarding land use between the two jurisdictions, which specifically outlines the Town's urban service area and the county's nonurban buffer area around the Town.  

The proposed amendment would classify nursing homes as an allowed use for this property only, which would change the status of this use from nonconforming to conforming. If the amendment is approved, Solterra has indicated it will submit a planned development application for the assisted living facility reconstruction and expansion. This application would only go through the Douglas County Planning Commission and Board of County Commissioners for approval.

In June 2010, Solterra Senior Living acquired the Castle Rock Care Facility. The owners would like to rebuild and expand this facility to initially accommodate 141 units (65 assisted living units, 36 memory care units and 40 rehab / recovery units) and to potentially expand to 170 to 176 units with two future phases. The existing facility is one story, and the proposed new building would be one story in the memory care wing and two stories in the assisted living and rehabilitation wings.

A public hearing regarding the proposed amendment will be held before the Planning Commission at 6 p.m. (time is approximate) April 26. The hearing will be held in Council Chambers at Town Hall, 100 N. Wilcox St., Castle Rock, CO. All interested persons are invited to attend.

Copies of the proposed amendment are available for inspection at the Development Services Department, 100 N. Wilcox St., during regular business hours.
