Hybrid Design Review Board Meeting: Wednesday, Jan. 26, 2022, 6 p.m.

 

Notice is hereby given that an application has been made for a Site Development Plan for Part of Block 1, First Amendment Plat of Castle Plaza South, Town of Castle Rock, County of Douglas, State of Colorado (also known as Castle Rock Library, 100 S. Wilcox St., Castle Rock, Colorado). The application proposes a new library to replace an existing library.  

 

Fransen Pitman Construction, on behalf of Douglas County Libraries, has submitted an application for a site development plan for a new Castle Rock branch library. The SDP proposes a new two-story 62,000 sq. ft. library to replace the existing one-story 45,000 sq. ft. library. The existing library will remain open until the new building is constructed. Once the new building is constructed, the old library building will be demolished and replaced with parking.

 

The site development plan proposes a two-story 62,000 sq. ft. public library and associated parking. The building will continue and update the library’s brand standard with exterior materials including weathered corrugated metal panel in varying patterns, brick, and glass. The HVAC equipment associated with the building will be contained on the roof and screened from view. The public library portion of the building will include both vibrant spaces for youth and retreat spaces for work. The project also includes an abundance of civic spaces – event halls, conference rooms, and huddle rooms. The building will also house the Douglas County History and Archive center integrating and sustaining historic treasures. Finally, the building will house the central offices and production spaces for all Douglas County Libraries across the County. 

 

The revised building location will front Wilcox, rather than its current location. This is in response to the desired Downtown District guidelines. There will be vehicular access off Wilcox and Phelps to a parking lot for 206 vehicles. There is a plaza with building overhang integrated into both the east and west façade at the main entries to the building. Finally, there will be a full-time loading zone for deliveries and interlibrary loan and book drop pull through, both located on the south side of the building.

The Design Review Board will hold an in-person public hearing on said application at 6 p.m. on Wednesday, Jan. 26 at the Town of Castle Rock Town Hall, Town Council Chambers – 2nd Floor, 100 N. Wilcox St., Castle Rock, Colorado.
