Nov. 16 Council update: Town Councils reviews several financial items

Town Council Update: Nov. 16

An update on third-quarter budget items and approval of financial items related to Castle Rock taxing authorities topped Town Council’s Nov. 16 meeting.

Here is a closer look:

  • Proposed third amendment to the 2021 Budget moves forward. The proposed third amendment to the 2021 Budget includes funding for the design and right of way acquisition for the Crystal Valley Parkway and Plum Creek Boulevard intersection  project. The second reading of the amendment is scheduled for the Dec. 7 Council meeting. The Town’s Third Quarter Financial Report was also received containing information on strong sales tax receipts and appropriate management of Town expenditures.

  • Council reviewed and approved 2022 budgets for several taxing authorities. Approval was provided for the Downtown Development Authority budget and mill levy  (6-1, For: Bracken, Cavey, Gray, Hollingshead, Johnson and LaFleur; Opposed: Dietz). All of Council approved the Miller’s Landing Business Improvement District 2022 Operation Plan, Castle Rock Urban Renewal Authority and Festival Park Commons General Improvement District (GID) and Budget. The GID levies property taxes on only the privately owned portion of the Encore development to provide financial support for the Town owned parking spaces.

Also on the agenda, Town Council approved a proclamation supporting Small Business Saturday, which is Nov. 27, 2021, in recognition of the contributions small businesses make to our local economy and community.

The next regular Town Council meeting is Tuesday, Dec. 7, when Council will consider the second and final reading of the 2022 Budget.
