Water conservation, traffic signal performance top Town Council’s Feb. 15 meeting agenda


Two initiatives to conserve water and one to improve the performance of traffic signals in Town will be topics on Town Council’s Feb. 15 meeting agenda. View the full agenda online.

Here is a closer look:

  • Water conservation-related items – Town Council will be asked to approve two annual Town initiatives intended to promote water conservation. The first is a rebate program for Castle Rock Water customers who replace their turf with water wise ColoradoScape or who improve their irrigation systems or toilets to be more water smart. A rebate would also be available toward whole-home water monitoring systems under the proposed program.
Rebates generally are offered annually on a first-come, first-served basis until exhausted. They are funded through surcharges for excessive watering. This year, $145,000 is proposed to be made available from that source for the program. The Town will advertise the program on its websites and social media once available. The second conservation-related item Council will be asked to approve Tuesday is the 2022 Water Use Management Plan. The plan identifies regulations – including watering schedules to stagger demand, as have been used in Castle Rock since 1985 – along with surcharges and enforcement. Minor revisions and administrative updates are proposed in this year’s plan, which is available at CRgov.com/WaterPlans.

Under the plan, the 2022 watering schedule would be in place from May through September. Water customers will receive detailed information about when watering is permitted 30 days ahead of the schedule’s implementation.
  • Agreement for traffic signal performance project – Council will be asked to approve an agreement with planning firm Kimley-Horn for a project intended to improve the performance of traffic signals in Town. This primarily grant-funded effort would update software, create a data dashboard and retime traffic signals within four corridors over the course of nine months. The corridors are Meadows Parkway, Wolfensberger Road and Wilcox Street, Fifth Street, and Plum Creek Parkway. Of the $331,560 project, 80% would be reimbursed through a grant from the Denver Regional Council of Governments.

Also on the agenda, Council will be asked to approve the selection of an original sculpture “Still Wild” to be installed in the plaza between Town Hall and the Encore development to the south. Encore’s developer, Confluence Companies, would fund the $50,000 project by artist Amie Jacobsen.
