Bill came to the Town of Castle Rock in April 2006 as the Assistant Director of Development Services and was
promoted to Director in October 2007.
He is responsible for the overall operations of the Development Services Department including long-range, current and downtown planning activities; building permits, plan review and field inspection activities; and zoning, code enforcement and site compliance.
Bill has more than 30 years of experience as a senior administrator, landscape architect and community planner
in the Denver, Washington, D.C. and Phoenix areas. Bill has
a bachelor of landscape architecture from the University of Arizona and master of arts in organizational management from the University of Phoenix. He is a licensed landscape architect in Arizona and Virginia and is seeking licensure in Colorado. He also is a member of the American Planning Association and American Society of Landscape Architects.
Bill and his wife Eileen have three sons and all are active in school and community activities. Bill’s family has participated in numerous volunteer organizations, including successfully training 12 puppies that graduated from the academy and were placed with individuals with special needs. Bill enjoys golf, fly-fishing, restoring antique cars and furniture, and riding his motorcycle through the mountains.
