Development Services is a one-stop-shop, providing help and guidance throughout the entire development process; from initial applications and permits to final inspections and certificates of occupancy. Whether you are planning a DIY home improvement project or a large-scale commercial development, we’ve got you covered. 

The department protects the Town’s Vision for growth and ensures every building project meets quality-of-life standards. With the 2030 Vision and Comprehensive Master Plan and building codes as our guide, The Development Services department reviews, approves and inspects each building project in Castle Rock. The department also provides inspections for zoning codes to assure all properties are in compliance with Town ordinances.

  1. Building

The Building Division is responsible for enforcing the adopted building, fire, plumbing, mechanical, and electrical codes in a professional and unbiased manner. The work is accomplished through registration of contractors, the issuance of building permits, and the inspection of code adherence.  The building division is charged with protecting the community during development and providing a safe and enjoyable living environment for Castle Rock.

  1. Planning

The Planning Division is responsible for creating long-range strategies for Town growth while preserving Castle Rock’s unique identity, history and small town character. The division oversees pre-application meetings, residential entitlements, design awards, neighborhood meetings and public hearings, historic preservation, annexations, and all land development applications.

  1. Zoning

The Zoning Division is responsible for providing the public with information on municipal zoning codes, zoning compliance, sign permits, accessory dwelling units and the processing of Board of Adjustment cases. The division also oversees a wide variety of compliance issues such as weed abatement, temporary sign placement, snow clearing from sidewalks, construction noise, and much more. In addition, the Zoning manager reviews liquor, business, ATF and daycare licenses for conformance with the Town’s municipal codes.
