Village North Drainage / Infrastructure Improvements

Project details

The Town of Castle Rock is planning improvements along Park Street, Malibu Street and Caprice Drive to address stormwater flows, reduce flooding and upgrade aging sanitary sewer mains. The project will include the addition of storm drainage pipe, inlets and manholes, replacement of sanitary sewer mains, manholes and service connections, water main adjustments, and replacement of street asphalt pavement, concrete curb and gutter and sidewalk. Also, modifications will be made to the regional stormwater detention pond located on the Town of Castle Rock’s Parks Department Central Service Center property.

T. Lowell Construction Inc. is the prime contractor on this project.


Mid January – Spring 2022

Construction activity will be restricted to weekdays, 7 a.m. to 6 p.m., although work may also occur outside those times as approved by the Town to accommodate special conditions.  

Road closures and service interruption

Temporary disruptions to sanitary and / or water services may occur within the project. Customers will be given advance notice when those are planned to minimize any inconvenience. Individual business and property owners should expect contact from the Town and / or contractor representatives.

Traffic detours will also be necessary, with local access to property as a priority. Traffic control plans will be approved by the Public Works Department to ensure no disruptions to emergency or other services take place.

Project update

On Dec. 8, 9 and 10, during overnight hours, 6 p.m. to 7 a.m., water service will be temporarily disrupted to accommodate waterline relocation and construction of the new storm sewer system. Daytime water service, between 7 a.m. and 6 p.m., will not be affected. The work is being completed during the night to minimize disruptions during typical business hours. Nighttime construction noise is anticipated at the properties near Malibu and Park streets.

The project was delayed due to electrical conduit relocations, but resumed in November with expected completion to be Spring 2022. During the delay, efforts were switched to detention pond upgrades at the end of Caprice Drive. Black Hills Energy was required to relocate some gas mains. CORE Electric Cooperative (formerly IREA) also had to resolved some conflicts with several underground electric lines.
