On April 6, 2021, Town Council approved the construction of a roundabout at Wilcox and South streets in spring/summer 2021. During construction, Wilcox Street will be fully closed between First and Phelps streets, and South Street will be fully closed between the alleys east and west of Wilcox Street.
The detour route around the closed portion of Wilcox Street will be Perry Street via Third Street and via Phelps Street. A new road connection at Perry and Phelps streets – with a temporary traffic signal – will help provide better traffic flow during construction.
Businesses in the immediate area of the project will remain open during construction. The Town encourages the public to continue supporting these and other Downtown businesses as they continue to recover from the pandemic.
Additional details on how to best access businesses in the immediate area, including parking information, will be added to this webpage later. This graphic shows the detour expected to be in place Monday, April 26.
The roundabout – which was recommended in the 2019 Downtown Mobility Master Plan – will help alleviate traffic impacts, including of the soon-to-open public parking garage at the site of the former Town Hall surface parking lot, which is part of the Encore project. This improvement will bring more than 300 additional public parking spaces to Downtown Castle Rock in summer 2021.
The roundabout will also improve pedestrian safety at the intersection.
The Town is funding the roundabout project, and Encore project's developer – Confluence Companies – will construct the improvements.
