Benefits Information 2023
The Town of Castle Rock offers a competitive benefit package for all full-time and part-time benefits eligible employees (part-time employees work 20 hours up to 30 hours a week). Email Human Resources for more detailed benefit information.
Medical
The Town self-insures a Preferred Provider Organization (PPO) health plan utilizing Cigna's network of providers. Cigna also provides prescription services and pays health claims. These benefits begin the first of the month following the employee’s date of hire or eligibility date. Part-time (20+) employees are not eligible for medical benefits.

Also available are machine-readable files in response to the federal Transparency in Coverage Rule, which include the negotiated service rates and out-of-network allowed amounts between health plans and healthcare providers. The machine-readable files are formatted to allow researchers, regulators and application developers to more easily access and analyze data.
Dental
The dental plan is administered by Delta Dental of Colorado and allows employees to use a wide selection of dentists through Delta Dental’s PPO network. These benefits begin the first of the month following the employee’s date of hire or eligibility date. Part-time (20+) employees are not eligible for dental benefits.

Vision plan
A vision plan is offered through EyeMed Vision Care and its network of professional providers. Part-time (20+) employees are eligible for vision benefits.

401(a) defined contribution
In addition to Social Security, the Town participates in a 401(a) Money Purchase Retirement plan through Mission Square Retirement. The required pre-tax employee contribution is 4% of salary, with the Town contributing 7%. Employees are fully vested after one year of employment. This benefit begins immediately. Part-time (20+) employees are eligible for 401(a) benefits.
Sworn police officers only
In addition to Social Security, the Town participates in the Fire and Police Pension Association (FPPA) Statewide Defined Benefit Plan. The employee contribution is 12.8% (6.4% pre-tax and 6.4% post-tax), with a 10.3% employer match. This benefit begins immediately.
457 deferred compensation and Roth IRA
A voluntary 457 Deferred Compensation Plan is available through the Mission Square Retirement Corporation. 457 Deferred Compensation plans allow for a maximum contribution of $22,500, plus a catch-up amount for people 50 years of age and older of $7,500. These contributions are made on a pre-tax basis.
Also available is a ROTH IRA that allows a maximum contribution of $6,500, plus a catch-up amount for people 50 years of age and older of $1,000. All Roth IRA contributions are voluntary and are deducted on an after-tax basis. Part-time (20+) employees are eligible for 457 deferred compensation and Roth IRA benefits.
Fire Department only
Instead of Social Security, the Town participates in the Fire and Police Pension Association (FPPA) Statewide Defined Benefit Plan for its eligible Fire Department staff. The employee contribution is 12%, with a 9.5% employer match. The Town also contributes 3% to an FPPA 457 Deferred Compensation Plan. These benefits begin immediately.
Life insurance and accidental death and dismemberment
The Town provides group term life insurance at one times the annual salary for all eligible employees, and dependent life insurance
at $5,000 for spouse and $2,500 for eligible children.
Supplemental life insurance
Supplemental group term life insurance is available for employees to purchase for themselves and their eligible dependents. Part-time (20+) employees are eligible for supplemental life insurance. See HR for additional information.
Short-term disability
This program will provide for wage continuation for eligible employees at 60% of full pay from day 15 of disability until Long Term Disability insurance becomes effective at day 91. Part-time (20+) employees are eligible for short term disability.
Long-term disability
The Town provides long-term disability benefits equal to 60% of salary (to a maximum of $7,000 per month) after 90 days of total disability. Part-time (20+) employees are not eligible for long term disability.
FPPA Statewide Death and Disability Plan (Fire Department Only)
This benefit provides for 30% to 70% of base salary dependent on the situation. Employees pay 1.6% of their salary and the Town matches 1.6% for this benefit.

Personal leave
Full-time employees receive 24 hours of personal leave per year. Part-time (20+) employees receive 12 hours of personal leave per year. Fire Department line employees receive 34 hours of personal leave per year. This benefit begins immediately and may be prorated for new employees based on date of hire.
Vacation
Full-time vacation accrual rates start at 80 hours per year and increase to 96 hours per year after completing two years of employment with the Town (Fire line employee accrual rates start at 112 hours per year and increase to 135 hours per year after completing two years with the Town). Accrual rates increase again after 5, 10, 15, and 20 years of service. Accruals begin immediately.
Part-time (20+) vacation accrual rates start at 40 hours per year and increase to 48 hours per year after completing two years of 20+ employment with the Town. Accrual rates increase again after five, ten, fifteen, and twenty years of service. Accruals begin immediately.
Sick leave
Full-time employees accrue 96 sick hours per year (Fire line employees accrue 135 sick hours per year). After 480 hours are accrued (675 hours for Fire line employees), sick leave is converted into vacation at the rate of 2 to 1. Accruals begin immediately. All other employees will accrue 1 hour of sick leave for each 30 hours worked, to a maximum of 48 hours per year.
Part-time (20+) employees accrue 48 sick leave hours per year at the rate of 1.85 hours per pay period. Accruals begin immediately.
Flexible Spending Accounts
Flexible Spending Accounts (FSA) provide an opportunity for employees to set aside pre-tax dollars for eligible health care or dependent care expenses. The maximum annual FSA contribution for medical reimbursement accounts in 2023 is $3,050. The maximum annual amount for dependent care accounts is $5,000. Recreation Center memberships
The Town offers free Castle Rock Recreation Center or Miller Activity Complex memberships to eligible Town employees and their dependent family members. Under IRS regulation, this benefit is taxable to employees.
Wellness program
The Town of Castle Rock’s Healthy Living Team provides a voluntary employee wellness program. All employees are eligible to enroll, regardless of health plan participation. You can earn a maximum of $500 in incentives for participation in the Healthy Living Team employee wellness program.
Employee Assistance Program (EAP)
The Town provides an Employee Assistance Program through Mines and Associates for employees and their household members. This benefit provides up to five confidential visits per household member with an EAP provider at no cost to the employee. Part-time (20+) employees are eligible for EAP benefits.
Travel assistance program
Provided free from The Hartford, this program provides 24-hour, toll-free access to emergency assistance when you travel 100 miles or more from home for 31 consecutive days or less. Part-time (20+) employees are not eligible for the travel assistance program.
Public Student Loan Forgiveness
The Town of Castle Rock is a Public Student Loan Forgiveness eligible employer.
