You are cordially invited to a neighborhood meeting regarding a proposed Planned Development (PD) Major Amendment application for a rezoning proposal. Due to questions and comments regarding the original Pre-Submittal Neighborhood Meeting held on April 13, 2021, we are holding another Pre-Submittal Neighborhood Meeting at the date and time below. This meeting will be followed by at least two additional neighborhood meetings prior to any public hearings. Please note that this meeting will be a “hybrid” meeting – meaning that it will be both in-person at the Town of Castle Rock Council Chambers and virtual via WebEx. Both in-person and virtual options will occur simultaneously on:

The purpose of this neighborhood meeting is to share details of the proposed rezoning and obtain feedback on the project. We are seeking your input prior to making a formal submittal to the Town. If you are unable to attend the neighborhood meeting, either in-person or digitally, but would like to submit written comments or questions, you may do so, at any time, by sending them to the contacts listed below.

Project Information:
The proposed PD amendment applies to the entirety of the Dawson Ridge PD and portions of the Westfield Trade Center PD. The Dawson Ridge PD is located on the west side of I-25 south of Territorial Road. The Dawson Ridge PD was approved by the Town of Castle Rock on May 22, 1986. The Westfield Trade Center PD, located on the west side of I-25 and north of Territorial Road, was approved by the Town on February 27, 1989. Since the time of approval, these properties have remained mostly undeveloped. Within the Dawson Ridge PD portion of the property, some roadway and utility infrastructure was constructed, but was never put into service; it has deteriorated and will be removed as part of this plan.

The proposed PD amendment consists of approximately 2,000-acres and will create a comprehensive zoning document for both properties under one name and development plan. The proposed plan has been designed to accommodate the property’s natural topography while maintaining views of downtown Castle Rock, Pikes Peak, Dawson Butte, and the Front Range. With approximately 50% of the property being provided as either open space or public land dedication, the new neighborhood will offer recreational opportunities for all by providing several trails and parks. The plan has been designed for approximately 3,400 single-family residential units (either attached or detached) and approximately 2,450 multi-family units, for an approximate total of 5,850 units. Approximately 3.2 million square feet of commercial space is also planned and will provide places to work, shop, eat and relax.

The Town of Castle Rock plans to construct a new interstate interchange at Territorial Road and Crystal Valley Parkway. Right-of-way dedication and financial contribution for the design and future construction of the Crystal Valley Parkway / Interstate 25 interchange are key elements of this rezoning proposal. Preliminary interchange components include a grade separate railroad crossing and realignment of the east / west frontage roads.

Summary of Changes to Proposal since the April 13, 2021 Neighborhood Meeting:
  • A single, large park has been incorporated into the site to provide recreational amenities for Town and County residents. Amenities included are a potential recreation center site and soccer and baseball fields - all connected to the larger trail system.
  • The plan has been modified to included additional Public Land Dedication (PLD) for the Douglas County School District, based on potential future student needs.
  • The neighborhood’s drainage has been further analyzed and a large detention facility has been included in the center of the site.
  • Based on the new single large regional park and the detention facility, residential units have been reallocated to different locations within the neighborhood.
