A resolution to oppose a State land-use bill and contracts to expand the capacity of Town’s water storage near Sedalia were approved at Town Council’s April 4 meeting.
Here is a closer look:
Opposing State land-use bill — The Colorado General Assembly is considering Senate Bill 213, which would drastically alter the Town’s ability to regulate land uses within Castle Rock. The bill has several components — mostly impacting zoning to allow for single-family homes. Multifamily dwellings would be permitted virtually anywhere single-family homes are allowed in Castle Rock, if the bill becomes law — including within existing single-family neighborhoods.
The bill would also strip the Town of its authority to require parking or occupancy limits for multifamily dwellings and would remove certain homeowners association protections. Due to these and other unworkable provisions within the bill, Town Council approved a resolution and a letter opposing SB 213.
Contracts for reservoirs near Sedalia — Storing water for the future is key to meeting the Town’s long-term water needs. With that goal in mind, Town Council approved contracts to add a second reservoir near Sedalia and expand an existing reservoir at the site.
When finished, the reservoirs will hold up to 436 million gallons of water the Town has diverted from Plum Creek, to which it owns the rights. Castle Rock Water’s ultimate goal is to have in storage a year’s worth of water (roughly 3.5 billion gallons for current annual usage, or more than 5 billion gallons in the future). When this project is complete, the Town will have the capacity to store about 3.7 billion gallons of water – enough to meet the goal for current annual usage.
The contracts Council approved Tuesday are a $26.5 million construction contract with Hudick Excavating and a $2.1 million agreement for construction support from W.W. Wheeler & Associates.
