Agreements to get Crystal Valley interchange construction underway, a sports development center design contract and a construction contract for Plum Creek north park were approved at Town Council’s June 20 meeting.

Crystal Valley interchange — Town Council approved several items related to the Crystal Valley interchange project. The interchange will improve access to Interstate 25 by connecting East Frontage Road and Crystal Valley Parkway over I-25 to Territorial Road. The project also includes interstate access ramps and construction of Dawson Trails Boulevard, which will replace a segment of West Frontage Road.
Council approved an intergovernmental agreement with Douglas County to share in the funding of the project. The County is a major project stakeholder and has budgeted to contribute $34 million — $24 million for the interchange and $10 million for Dawson Trails Boulevard in the unincorporated County.
Additionally, Council approved an agreement between the Town and Kraemer North America for the project’s first phase. This portion includes relocating the existing East Frontage Road and building a roundabout near I-25 and Crystal Valley Parkway. The contract is for $17.2 million. The work is needed to clear the space necessary for construction of the interchange, which is anticipated to begin later this year.
Final clearances from CDOT for the first phase are anticipated to occur in July. Construction activities are expected to begin soon after these clearances are received. The current estimated total cost for the entire project and related frontage road improvements is $124.6 million, with anticipated completion by the end of 2025.
Castle Rock sports development center — Council approved a $2.6 million agreement with Barker Rinker Seacat Architecture to complete the design and construction documents for a proposed sports development center at the former Acme Brick facility on Prairie Hawk Drive.
The facility is anticipated to include competition and recreation gymnasiums, a competition natatorium, individual and group fitness areas, an outdoor fitness area, adventure and flat tracks, a child watch area, an indoor playground, a gaming/e-sports room, and multipurpose room with seating for up to 300.
The preliminary estimate to construct the facility is about $70 million, with funding still being finalized. Adding another indoor recreation facility is consistent with the Council-approved Parks and Recreation master and strategic plans and also ranked highly within the 2023 community survey.
Plum Creek north park — Council approved a $3.7 million contract with Colorado Designscapes Inc. for construction of Plum Creek north park at 2225 Emerald Drive. Planned amenities include a parking lot, half-court basketball, shade structure, plumbed restroom, pickleball courts, plaza areas, seating, two playgrounds, a boulder play structure and bocce ball courts.
Council also approved a $1.1 million budget amendment for the project. The 2023 Budget included $3.5 million for the project. This will make the total project cost $4.6 million. To reduce costs, staff will purchase the park’s playground equipment directly and contract for its installation.
Work will commence in summer 2023, with anticipated completion in summer 2024.
Also on the agenda, Town Council presented a proclamation observing July as Smart Irrigation Month.
