The Town Manager’s proposed 2024 Budget was introduced and Water Conservation Rebate Program updates were approved at Town Council’s Oct. 3 meeting. 

Here is a closer look:

Proposed 2024 Budget — Funding toward a partnership to acquire what would become the biggest parcel of public land in Castle Rock is a priority in the Town Manager’s recommended 2024 Budget, which was presented for Town Council discussion Tuesday.

A recommendation to acquire the 680-acre Lost Canyon Ranch open space on the Town’s southeastern border — in partnership with The Conservation Fund, Douglas County and Great Outdoors Colorado — comes in response to feedback received via the 2023 community survey.

Other recommendations in the proposed budget include three additional positions in both the fire and police departments — another priority supported by the community survey. With those proposed additions, staffing for CRFD will have grown by 30% since 2016 and by 36% for CRPD.

The proposed investments would come with a lower Town property tax mill levy rate, which is budgeted to decline by 19% — from 1.139 mills to 0.92 mills. That means the owner of an average-valued home ($663,360) would pay the Town about $40 next year in property tax.

The proposed budget totals $337.3 million and would also prioritize continued investments in road and water infrastructure. Proposed 2024 rates and fees for Castle Rock Water were presented as part of the budget, with recommended changes resulting in an approximate 4% increase to the average bill for a single-family residence. A down payment for a sports development facility as part of the proposed Brickyard development is also included. 

The first reading of the budget, the 2024 property tax mill levy and Castle Rock Water 2024 rates and fees is planned for Oct. 17. Learn more at

2024 Water Conservation Rebate Program — Conservation rebates are designed to encourage additional indoor and outdoor water-saving measures. Town Council approved increasing Castle Rock Water’s 2024 Water Conservation Rebate Incentive Program budget to $300,000. The 2023 rebate budget is $200,000.  

Currently, there are four conservation rebates in place: ColoradoScape outdoor landscaping conversion; ultra-high-efficiency toilet replacement; rotary irrigation nozzle retrofit; and whole house water monitoring with automatic shut-off. 

For ColoradoScape retrofits, the rebate will increase from $1.50 per square foot for turf removal and replacement with a water-wise ColoradoScape to $2.50 per square foot. In the 2023 community survey, more than half of respondents indicated that increasing the rebate would incentivize them to participate in a ColoradoScape conversion. 

Castle Rock Water believes the costs of increasing the rebates are a good value for the community in terms of reducing long-term water supply needs. The change is also consistent with Castle Rock Water’s goal of reducing nonfunctional turf in the community by 30% in the next several decades. 

Also on the agenda, Council approved the first reading of an ordinance regarding indecency, indecent exposure and nudity in public places. 

Additionally, Council presented a proclamation observing the week of Oct. 8 as Fire Prevention Week.
