October 17 Town Council update

The first reading of the Proposed 2024 Budget was approved at Town Council’s Oct. 17 meeting. 

Here is a closer look:

Proposed 2024 Budget — Per public feedback, the Town’s $337.3 million Proposed 2024 Budget will continue to prioritize police and fire, water, roads and parks and recreation. 

Funding toward a partnership to acquire the 680-acre Lost Canyon Ranch open space on the Town’s southeastern border is a priority in the proposed budget and comes in response to feedback received via the 2023 community survey. 

Other recommendations include three additional positions in both the fire and police departments — another priority supported by the community survey. With those proposed additions, staffing for CRFD will have grown by 30% since 2016 and by 36% for CRPD.

The proposed budget would also prioritize continued investments in road and water infrastructure. Proposed 2024 rates and fees for Castle Rock Water were presented as part of the budget with recommended changes resulting in an approximately 4% increase to the average bill for a single-family residence. A down payment for a potential sports development facility as part of the proposed Brickyard development is also included. Formal approval of this project remains pending.

The proposed budget estimates annual growth in sales tax revenue at 3%, which is half of the 6% growth initially projected for 2023 over 2022. The property tax mill levy rate is also expected to decline by 19% — from 1.139 mills to 0.92 mills — when finalized in December. That means the owner of an average-valued home ($663,360) would pay the Town about $40 next year in property tax.

Town Council approved the first reading of the proposed budget. The second reading of the budget, 2024 property tax mill levy and Castle Rock Water 2024 rates and fees is planned for Nov. 7. Learn more at CRgov.com/2024Budget.
