A roundabout will be constructed at Wilcox and South streets this spring and summer. Starting today – Monday, April 12 – the work is expected to continue through June.
During most of the construction, Wilcox Street will be fully closed between First and Phelps streets. The current expected start date for this closure is Monday, April 26. Please plan your travel within Downtown Castle Rock accordingly.
The detour route will be Perry Street via Third and Phelps streets. A new road connection at Perry and Phelps streets – with a temporary traffic signal – will help provide better traffic flow during construction. If Downtown isn’t your destination, it’s recommended to use Interstate 25 – rather than Wilcox or Perry streets – to travel through Town during this construction.
In addition to the Wilcox closure, South Street will be fully closed between the alleys east and west of Wilcox Street.

It's important to note, businesses in the immediate area of the project will remain open during construction. The Town encourages the public to support these and other Downtown businesses as they continue to recover from the pandemic. Pedestrian access generally will remain open within the project area, and accommodations will be made to ease access to area businesses.
The total budget for the project is $2.2 million. That includes about $165,000 to accelerate the schedule to minimize disruptions to the extent possible, which will include night work. Funds generated by Downtown redevelopment projects will cover $750,000 of the project, with Town transportation funds accounting for the remainder.
The roundabout – which was recommended in the 2019 Downtown Mobility Master Plan – will improve safety for vehicles, pedestrians and cyclists. It is also designed to accommodate traffic changes due to development underway, including from of the soon-to-open public parking garage that’s part of the Encore project.
