Future indoor recreation needs, Crystal Valley Parkway/Plum Creek Boulevard improvements top Town Council’s Dec. 21 meeting agenda


An update on a feasibility study for a possible new indoor recreation facility and the design contract for the Crystal Valley Parkway and Plum Creek Boulevard Roundabout Project will be topics on Town Council’s Dec. 21 meeting agenda. View the full agenda online.

  • Recreation Facility Feasibility Study update – Town Council will receive an update on the planning efforts for the Town’s next indoor recreation facility. Over the past year, the Parks and Recreation Department and its architectural design consultant have studied the feasibility and potential timing for Castle Rock’s next indoor recreation facility. 

    While the study indicated an additional facility is feasible with the funding mechanisms in place for Parks and Recreation, existing and suitable Town-owned property is limited. Staff is recommending distributing a Request for Proposals to gauge interest in potential public-private partnerships. This would also allow staff to provide a more comprehensive assessment of options for a future facility.

    Possible future amenities could include a 25-meter pool, multi-court gymnasium, fitness area and meeting rooms. Actual programs and amenities will be determined during the design development process, which would include community and Town Council input

  • Resolution approving an agreement for Crystal Valley Parkway and Plum Creek Boulevard roundabout design – Town Council will be asked to approve a service agreement with Short Elliott Hendrickson Inc. for design work on the Crystal Valley Parkway and Plum Creek Boulevard Roundabout Project.

    Traffic at the intersection has increased due to new home construction in the area. Town staff determined a roundabout would best serve the community by increasing safety, improving reliability and reducing environmental impacts. An all-way stop and traffic signal were also evaluated as potential options; however, both options presented increased safety risks. 

    If approved, the service agreement would include design, traffic analysis and right of way services. All design services in the nearly $349,000 contract would be complete by summer 2022. Construction is estimated to begin shortly after design and would be complete by spring 2023.
