Crystal Valley interchange, annual roadwork top Town Council’s March 15 meeting agenda

Here is a closer look:

  • Crystal Valley interchange contract – Town Council will be asked to approve a contract with Kraemer North America for construction management/general contractor services for the future Crystal Valley Parkway/Interstate 25 interchange project.
Jacobs Engineering currently is working on the project’s design. Town staff is requesting that construction firm Kraemer be brought on board now, while the design is still being finalized, to collaborate on that process. Advantages of this could include better pricing, quicker timing and reduced risk to the Town when the project moves into construction. The Town used this same approach on the last interchange project it led, Castle Rock Parkway/North Meadows Drive, for which Kraemer was also the construction manager/general contractor.
 
Kraemer is being recommended for this job from among six firms following a competitive bidding process. Under the proposed contract, the Town could pay Kraemer up to $495,000 for its work during this phase of the process. Preliminary design of the interchange – which will be about 2.5 miles south of the Plum Creek Parkway interchange – is expected to be completed this summer, with final design and the beginning of construction anticipated in summer 2023, pending available funding.
  • Annual pavement maintenance contracts – Council will also be asked to approve a number of agreements related to the Town’s annual Pavement Maintenance Program, which this year will focus on southern Castle Rock. In total, $18.5 million is proposed to be invested this year to improve 123 lane miles of Town roads.
In addition to neighborhood roadwork in areas including Crystal Valley and Plum Creek, improvements would occur this year under the contracts on a number of primary streets including East Loop Road, Fifth Street, Mikelson Boulevard, Park Street and Woodlands Boulevard. Work is expected to begin in April and be completed in October. Visit CRgov.com/PMPTracker for updates as efforts progress. Investing annually in the Town’s roads on a five-year cycle helps prolong streets’ lives and is an efficient and cost-effective approach.

Also on the agenda, Council will be asked to approve the construction of a water storage tank in Cobblestone Ranch. The tank would help to more adequately serve this growing area of Town.
