1. Mitchell Gulch Park renovations were anticipated to be done by end of summer 2023. Do we have an updated expected date of completion?

Due to wet weather this spring and summer that caused delays, as well as recurring vandalism and material and labor shortages, Mitchell Gulch Park will not be ready for visitors until later this year. The Parks and Recreation Department is working closely with contractors to complete the park. The playground equipment and restroom have been installed, and the contractor is moving on to shelter construction, park lighting and security cameras. The park opening will be phased, with the playground and restroom expected to open by the end of 2023 and the tennis courts and associated parking opening in spring 2024.

2. Does it still cost $600 an hour to use the Millhouse for an event?

Rental rates for the Millhouse vary depending on the day of the week. Monday through Thursday the Millhouse may be rented for $300 per hour, and Friday through Sunday the rate is $600 per hour. Nonprofit rates are available with proper documentation. Rental rates include a guest service representative who will be onsite throughout your event and can help with setup. The grass area to the east of the Millhouse can be used for larger functions and is included in the rental fee. 3. Is a new park being planned somewhere along Gilbert Street or is a new name being considered for Centennial Park?

The Town is not planning a new park along Gilbert Street nor considering a name change to Centennial Park. Information on current and future park and recreation projects is available on the Parks and Recreation Project Updates webpage.

4. Would the town consider building another incline or two in town? The one at Phillip S. Miller is so popular it’s hard to find a space. Maybe another incline on that same hill or maybe one on the

hill where the fireworks shoot off from in The Meadows?

The Town does not currently have plans to construct another incline. If you're looking for a new challenge, check out the Rosie Rueter Trail and Incline at Rueter-Hess Reservoir just 15 minutes north of Castle Rock.

5. With the explosion in development and population. Are there plans for another recreation center? The current facility is already over crowded it appears at most peak times.

To continue to maintain quality of life expectations for a growing community, the Parks and Recreation Master Plan and Strategic Plan support the development of a new indoor recreation facility. Throughout 2021, staff partnered with architecture firm Barker Rinker Seacat (BRS) to conduct an Indoor Recreation Facility Feasibility Study to assess programming needs and operational and site requirements. After obtaining public feedback and Town Council direction on the study's proposed facility options, staff are now working with BRS to complete a schematic design of a proposed sports development center that could be built in conjunction with the Brickyard development. 6. Are e-bikes and dirt bikes allowed on Castle Rock trails?

Motorized recreation vehicles, such as motorbikes, motorcycles and all-terrain vehicles are not allowed on trails or open spaces. While the Town does not have a specific ordinance on electric bikes, according to State law, electric bikes or e-bikes that reach 20 miles per hour or less (designated as Class 1 and 2) can be ridden on bike, pedestrian or multi-use paths.

7. What are you doing with the land by Sovereign and Cherry?

8. Can I climb to the top of Castle Rock?

The Town does not maintain - and has not improved - the rock scramble that is the ascent and descent to and from the top of Castle Rock. You are responsible for your own safety and your decision to leave the trail. The Rock has sheer walls that drop 50 feet or more, and falls have resulted in serious injuries and deaths.

9. Can the Town construct a staircase to the top of the Rock?

Current zoning requires that the Rock remain in a natural condition. The Town does not have any plans to construct a staircase to the top.

10. Why do Town employees go up on the Rock?

The Town maintains the Star, a flagpole and security cameras on top of Castle Rock. Skilled workers from the Fire and Parks and Recreation departments make the climb, using safety gear as necessary, to perform needed maintenance.

11. Are there any plans to construct a full-sized ice rink in Castle Rock?

An indoor ice rink is something the Town considered in its Indoor Recreation Facility Feasibility Study since hockey and ice skating are popular in Colorado. Most ice rinks in Colorado have been built through either a public/private partnership or by a dedicated funding source, such as taxes, due to the high costs associated with building and maintaining ice arenas. While there has been some interest from the private sector in building a new ice rink in Castle Rock, no construction is currently planned.

12. Are there plans for a year-round simulated snow park at Philip S. Miller Park?

This project was proposed as a public/private partnership in 2015 between the Town of Castle Rock and Snowsports 365. At this time, the Town has not received a request from Snowsports 365 to move forward with development of facility, which is dependent on a private investment. The potential for this project still exists, but we do not have a timeframe for development.

13. What percentage of Castle Rock land is dedicated/protected open space? Is there a map showing these locations?

The Town has set exaction standards to help ensure that parkland and open space areas are set aside and preserved as Castle Rock grows. At this time, approximately 28% of Castle Rock is zoned as parkland and open space. At full build-out, the percentage will increase to approximately one-third.
