Notice is hereby given that KGCB Industries LLC has made application for the Annexation and General Industrial (I-2) Zoning for StorQuest – Liggett Road.  The 5.24-acre property is located on Liggett Road, south of the State Highway 85 and Liggett Road intersection.  The property consists of four parcels addressed as 2583, 2629, 2631, and 2633 Liggett Road legally described as 

  • Parcel 1.  A Tract of Land Situated Partly in the NE ¼ of Section 34 and Partly in the NW ¼ of Section 35, All in Township 7 South, Range 67 West of the 6th Principal Meridian, County of Douglas, State of Colorado.  
  • Parcel 2.  A Tract of Land Situated in the NE 1/4 of Section 34, Township 7 South, Range 67 West of the 6th Principal Meridian, County of Douglas, State of Colorado. 
  • Parcels 3 and 4.  A Tract of Land Situated in the SW ¼ of the NW ¼ of Section 35 and in the SE ¼ of the NE ¼ of Section 34, Township 7 South, Range 67 West of the 6th Principal Meridian, County of Douglas, State of Colorado.    

The proposed annexation and zoning would allow development of a self-storage facility with enclosed self-storage units and outdoor recreational vehicle (RV) storage.  Approximately 780 enclosed storage units and approximately 90 outdoor RV storage space are planned.  Final count of units and RV spaces will be determined with the Site Development Plan.


This is the third step in a three step annexation process.  During the first two steps, Substantial Compliance and Eligibility, Town Council determines whether an annexation request meets the statutory requirements for annexation established in the Colorado Revised Statutes (C.R.S.), specifically the Municipal Annexation Act of 1965 (Act).  The third step is when Town Council determines whether an annexation and zoning request complies with the Town’s guiding documents and the Municipal Code, and if the property should be annexed to the Town.  


On May 18, 2021, Town Council voted 7-0 finding that the Petition for annexation was in substantial compliance with the applicable sections of the Colorado Constitution and the Colorado Revised Statutes.  The Eligibility Hearing was held on July 6, 2021 and Town Council voted 6-0 finding the property is eligible for annexation.


The Annexation and Zoning public hearing before the Planning Commission will be held August 26, 2021 at 6:00 P.M. and the public hearings before Town Council will be held September 7, 2021 (1st Reading) and September 21, 2021 (2nd Reading) at 6:00 P.M.  Times are approximate and all interested persons are invited to attend the public hearings.  The hearings will be conducted in a hybrid format, meaning the hearings may be attended either in-person, or virtually, online or by phone. 


The in-person hearings will be held at the Castle Rock Town Hall, 100 N. Public comments may also be submitted in writing online by 1:00 p.m. on the date of the hearings, to be included in the public record.  Instructions will be provided during the meeting for asking questions, or commenting virtually.  All Town Council meetings are also broadcast on Comcast Channel 22. (Please note, there is a delay to the broadcast).
