You are cordially invited to attend a hybrid (in-person and video conference) meeting to discuss a Site Development Plan Amendment for the proposed “The Learning Experience” daycare on the southwest corner of Meadows Boulevard and Painthorse Drive. The purpose of this meeting is to allow the applicant to introduce a proposed site development plan amendment and discuss proposed changes to the site development plan approved by Town Council on Nov. 17, 2020. The applicant will provide information about the daycare operation, gather feedback and address any questions you may have about this project. Town of Castle Rock staff will attend the meeting to answer process questions. This Site Development Plan Amendment is subject to Residential / Non-Residential Interface Regulations. Public hearings are required before the Town Planning Commission and Town Council, which have not yet been scheduled.  

Project Information:

The 3.11-acre property was subdivided into two lots with the developer’s intention to construct a daycare facility on the north lot, and an office building on the south lot. The proposed amendment includes a replat to combine the two lots into one lot, and construct only the daycare facility. The proposed facility remains approximately 10,000 square feet, with associated fenced playground, parking, lighting, landscape, and infrastructure to support the building. The reason for the amendment is to revise the site design to reduce the extent of the cut required into the natural hillside. Retaining walls will still be required west of the building due to the large vertical drop across the site. A vicinity map and concept site plan are attached.

Development on the site is subject to the Residential / Non-Residential Interface regulations. Buffers and screening are required where the property is adjacent to residential development. Onsite and street frontage landscaping will also be required per the Town of Castle Rock Municipal Code and technical requirements.

The Town will continue to accept feedback at any time during the review process. As a reminder, additional neighborhood meeting(s) will be held prior to public hearings before the Planning Commission and Town Council.
