You are invited to attend, either in-person or virtually, a neighborhood meeting regarding a proposed Planned Development Plan Amendment and Site Development Plan for property referred to as Mount Royal. The purpose of the meeting is for the applicant to introduce the proposed rezone and conceptual site plan, answer questions and listen to feedback from neighboring property owners. In addition, the process and timeline for the project will be discussed. This meeting is the first of at least three neighborhood meetings required prior to scheduling any public hearings.
The Mount Royal property is a 1.5-acre site, and also known as Tract B, Block 2, The Estates Above Plum Creek Filing #4. The site is generally located west of the intersection of Mount Royal Drive and Prestwick Way in the Plum Creek Villages community.
The tract is currently zoned as open space and is adjacent to the Plum Creek Golf and Country Club. An easement exists on the tract for a bathroom serving the golf course. The easement and bathroom will not be affected by the proposed project.
The proposed project seeks to rezone and site plan the tract for 3 single-family detached home lots. Each of the 3 lots will have designated building envelopes that will limit the amount of necessary individual lot grading activity. The homes may incorporate designs for walkout basements on the downhill side of the lot. Each lot will be required to provide complete landscaping plans consistent with the single-family homes in the adjacent neighborhoods. Access to the home lots is from the existing street, Mount Royal Drive.
The Plum Creek Planned Unit Development (PUD), the most current zoning for the community, allows for a maximum of 3,025 residential lots in all of Plum Creek PUD. However, only 1,750 residential lots were completed in the final build out of the community.
Open space is provided throughout the existing Plum Creek PUD community and includes the 175 acres allocated to the golf course. A passive public park which includes walking trails and playground equipment is located just east of the site.
A presentation will be made by the by the applicant describing the rezone and conceptual site plan. This will be followed by an opportunity for questions and answers from both in-person and virtual audiences.
