In-Person and Virtual Neighborhood Meeting: Monday, Oct. 17 at 6:00 p.m.
Dear Neighbor,
You are invited to attend, either in-person or virtually, a neighborhood meeting regarding a proposed Planned Development Plan Amendment for property. The purpose of the meeting is to obtain feedback on the current proposal. In addition, the process and timeline for the project will be discussed. This meeting is the first of at least three neighborhood meetings required prior to scheduling any public hearings.
Project Information:
The Aspen at Castle Rock is a proposed 4.89-acre site, also known as The Lanterns. The site is generally located at the intersection of Madge Way & E. Montaine Circle.
The tract is currently zoned as the Lanterns PDP Section 16 and is surrounded by the Montaine Master Plan Community.
The proposed project seeks to re-zone the tract for three assisted living multi-unit buildings. Each building would be home to 21-25 residents in 21-23 units. The buildings are single level and low-profile design. The architecture would be similar to The Aspen at Woodland Park, an assisted living residence built in 2018 (www.theaspen.life). The Aspen at Woodland Park, Colorado community is adjacent to a single family detached residential neighborhood on 3/4 acre lots.
The original zoning for this site allows a church. The proposed rezoning for assisted living use would have a low traffic impact. The proposed use would complement the 55+ active-adult master-planned community concept of Montaine Regency. Most residents will not have a car or drive so traffic will be generated primarily from staff, families, and service providers. Peak staffing will be during the day and there will be approximately six staff members per residence (18 staff for three buildings/residences).
The site will be landscaped to include outdoor spaces and walking paths for the residents.
A presentation will be made by the applicant describing the re-zone and conceptual site plan. This will be followed by an opportunity for questions and answers from both in-person and virtual audiences.

Information for Those Attending Virtually:
- The neighborhood meeting will be held online using Zoom
- All attendees will be muted upon entry to the meeting
- Please have your first and last name displayed for you. To add or change your name, click on the 3 vertical dots in the upper right corner of your video box and click “rename”
- Questions will be held until the end of the initial presentation by the development/design team
- In person questions will be taken first, followed by online questions, and ending with phone in question
- Online participants may ask a question (or make a comment) verbally by using the "Raise Your Hand" function
- Select "Raise Your Hand"
- The hand icon will glow orange while it is raised and return to gray once it is lowered by you or the facilitator
- The unmute button is in the top right corner of your video box
- The development/design team will work down the list of raised hands and phone in participants and activate the user’s audio one at a time to allow them to speak

The Town will continue to accept feedback at any time during the review process. As a reminder, at least one additional neighborhood meeting will be held prior to public hearings before the Planning Commission and Town Council.
