Public Notice - Substantial amendments for 2022 Annual Action Plan and Citizen Participation Plan; 

Public input meeting and comment period for the Town of Castle Rock Community Development Block Grant; 

The Town of Castle Rock will be making substantial amendments to the program year 2022 Annual Action Plan and to the Citizen Participation Plan for the use of the Federal U.S. Department of Housing & Urban Development Community Development Block Grant funds.  A public input meeting will be held and the draft amendments will be available for a thirty (30) day public review and comment period.

The Town will make a substantial amendment to the 2022 AAP to include fiscal year 2021 reallocated metropolitan area entitlement funds in the amount of $9,911 to the PY 2022 CDBG allocation. The new PY 2022 CDBG allocation will be $244,728. The CPP will also be amended to update the minimum number of days required for a public comment period for the AAP and any amendments to this plan.  The minimum public comment period will be extended from 15 days to 30 days.

Public input meeting

The Town will hold a public input meeting to review and discuss the draft 2022 AAP Substantial Amendment and the amended CPP. The public input meeting will be held on April 3, 2023, at 4:30 PM at Town Hall in the Council Chambers. This meeting is open to the public and all persons are welcome.

Public comment period

Residents can review and make comments on the draft 2022 AAP Amendment and the draft CPP. The drafts will be available for a public comment review period of (30) thirty days, running from April 4, 2023, to May 4, 2023. The proposed 2022 AAP Substantial Amendment and amended CPP will be available for review and download on the Town webpage: CRGov.com/CDBG. Hard copies will also be available for review at Town Hall and at the Philip S. Miller Library. Public comments may be sent in writing to the Town of Castle Rock, CDBG Program, 100 N. Wilcox St., Castle Rock, CO 80104.

 Accessibility

In accordance with section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act, and all federal regulations, the Town will provide reasonable accommodations to ensure that all residents have access to public hearings and all publications. 

With at least two business days of advanced notice, Spanish translators will be provided at public meetings. Translation services will also be provided for persons who may need assistance reviewing printed documents, reports and/or other related materials. Residents may contact the Town of Castle Rock at 720-733-3552 at least 48 hours in advance to request such services. 

With at least two business days of advanced notice, the Town shall also provide assistance and special arrangements for those who are disabled in order to provide information and services concerning federally funded programs. All Town CDBG program related plans will be placed in the Philip S. Miller Library. The library has reader magnification machines to aid the visually handicapped to read Town records. Proposed plans are placed on the Town’s website at www.CRgov.com/CDBG. All visual aids used in the Town Council Chambers are displayed on large screens to help all sighted people to see them better. All public meetings are held in buildings which are accessible to the handicapped. Residents may contact the Town at 720-733-3552 at least 48 hours in advance to request such services.
